Beatrice Were
Ugandan Founder of the National Community of Women Living with AIDS
Show appearance: Oct. 21, 2007

Ms. Were was one of the first Ugandans ever to declare her HIV-positive status publicly. She is a founder of the National Community of Women Living with AIDS (NACWOLA), a grassroots organization that provides services to over 40,000 women in 20 districts of Uganda. She has defended the rights of people living with AIDS against controversial shifts in the country's AIDS policy, including the recent adoption of U.S.-funded "abstinence-until-marriage" programs. A mother of three, Ms. Were learned she was HIV-positive following her husband's diagnosis with HIV in the 1990s. When her husband died, his family attempted to grab her property and take custody of her children. Ms. Were successfully fought back, later becoming an activist to protect other women from similar abuses.

After disclosing her HIV status to her children, Ms. Were founded the highly successful Memory Book Project, which encourages HIV-positive parents to prepare their children for bereavement by recording family memories in an album. Since then, she has served as the Executive Director of the International Community of Women Living with HIV/AIDS, and as the Team Leader for Policy and Advocacy at ActionAid Uganda, where she was the only staff member to speak openly about her HIV status. In addition, she has worked with the Stephen Lewis Foundation, Health Gap, the International Treatment Preparedness Coalition, and many other prestigious international HIV/AIDS organizations. Ms. Were has stood out with courage and challenged Uganda government's shift in HIV prevention policy and accountability to the AIDS fight by courageously speaking out and arguing against ineffective promotion of Abstinence until marriage programs at the expense of comprehensive and evidence and Rights based HIV prevention. Additionally she has advocated for accountability with regard to the Global Fund for Uganda. She was awarded Human Rights Defender of the Year by Human Rights Watch in both 2005 and in 2006.
